Wasn’t it revealed that the US government actually sent over more than enough aid, and it’s being left to rot because local authorities refuse to distribute it?
Actually, I checked that out and the reason it wasn’t distributed seems to be because most trucks are out of service, either because the trucks themselves don’t have any fuel or because they could’t find the people that drived said trucks, since, you know, a storm kind of mess everything up.

All of this articles, including the one from OP, are from the 27-29 of september so hopefully the problem should have been resolved.
The mayor from the city seemmed to be talking about not having enough help, maybe she meant the lack of help to distribute, to which Trump responded with “you want me to do everything?”, so most of this is due to the lack of interest from the mayor to sit down and talk this and Trump lacking a lot of tact in this situation.
I don’t really know if this could be called incompetence from the mayor for being unable to solve the problem with distribution or Trump for not seeing the problem, wither way it lagged the distribution of supplies for a full week it seems.
